Dear
members and colleagues,
As
we approach the Christmas and New Year celebrations that many of us will be
celebrating across the globe let us remember those who will not be able to
spend time with family and friends, for whatever reason, at his time.
I
also want to recognise other celebrations and festivals that have recently
taken place or are due in the next few weeks. Each has a unique significance
to various cultures and religions and as an International organisation we
recognise them all. Some examples are:
17th
October Diwali (Hindu
)
Diwali,
the festival of lights, is an occasion for celebrations by Hindus as well as
Jains and Sikhs.
For
Sikhs, Diwali is particularly important because it celebrates the release
from prison of the sixth guru, Guru Hargobind, and 52 other princes with
him, in 1619.
2nd
November Coronation
of Emperor Haile Selassie I (Rastafari
)
Haile
Selassie was the Emperor of Ethiopia. Rastas believe Haile Selassie is God,
and that he will return to Africa members of the black community who are
living in exile.
27th
November Eid-Ul-Adha (Muslim
)
Festival
of Sacrifice marking the day after Arafat. The Day of Arafat is the most
important day in the Hajj ritual. This is a four day holiday.
12th
December Hanukkah (Jewish
)
Hanukkah
is the Festival of Lights and marks the restoration of the temple by the
Maccabees in 164 BCE.
18th
December Al-Hijira (Muslim
)
Islamic
New Year. Marks the migration of the Prophet Mohammad and his followers from
Mecca to Medina.
25th
December Christmas
Day (Christian
)
The
day when Western Christians celebrate the birth of Jesus Christ.

December Boxing Day (Secular )
The
day after Christmas Day. A secular festival.
St Stephen's Day (Christian
)
St
Stephen, the first Christian martyr, is celebrated on this day by Roman
Catholics. The day is also called the Feast of Stephen.

holy day observed on the 10th of the Islamic month of Muharram. Shi'ite

Mary Stowe Passes Away
|
|
|
Mary Stowe was an IAWP Pioneer. Many of us met her at the conference
in September 2009. The September-November 2009 issue of WomenPolice
Magazine featured Mary on page 15. Mary was featured again in the
December 2009 - February 2010 issue of WomenPolice Magazine on page 8.

Message from the President

October 2009
Dear all,
I was very proud to take over formally as your President at our conference in Seattle in September.
My priorities over the next three years will be to further promote the work of the IAWP. It is a fantastic, fast-growing organisation which recognises the unique and invaluable skills women bring to law enforcement.
We bring together officers of all ranks and from all corners of the globe to share experiences and learn from one another. We have a lot of important work ahead of us in ensuring our members are represented and receive training, mentoring and networking opportunities.
At the moment we are heavily involved in giving advice and support for the establishment of police women’s networks in Pakistan and Bosnia Herzegovina as well as continuing our work with SEPCA and the OSCE to establish a regional network in the Balkans. We are also sending representatives to speak at a conference entitled Women Police in a Democratic Society in Kyrgyzstan in November.
Updates on our important work will continue to be put on the website and also feature in our members magazine, WomenPolice.

UN reaches out at police conference to try to recruit more
female officers
24 September 2009 – Female
police officers serving in United Nations peacekeeping missions around the
world have taken part in a training conference as part of the
world body’s ongoing efforts to try to recruit more females to the ranks
of its police.

2009 Attended by over 500 Delegates!
Law enforcement from all corners of the globe
came together for IAWP 2009. Many first-time attendees were welcomed and
we hope to see them in Minneapolis in 2010.
The weather was beautiful and the hotel staff

The
President of the International Association of Women Police welcomed 24 delegates
from the South African Police Service (SAPS) to the IAWP 2009
conference.

International Association of Women Police
Helps Create Network in South East Europe
The President of the International Association of Women Police
has visited Serbia to advise on the creation of a new policewomen’s network in
South East Europe.
Chief Inspector Jane Townsley was among a number of representatives from
international law enforcement organizations invited to Belgrade for the two day
meeting, which was held by the South East Europe Police Chief’s Association
(SEPCA), the Organization for Security and Cooperation in Europe (OSCE), in
conjunction with its nine member countries.
Chief Inspector Townsley said: “Women police officers bring unique and invaluable skills to criminal justice agencies around the world and I am delighted to have this opportunity to assist in the creation of a new policewomen’s network.
“The meeting in Belgrade enabled me to highlight the work of the IAWP and to share our
organizational expertise in the sound benefits of providing support, training opportunities and networking for women in policing.
“One of the expected outcomes of the meeting was to build a
network that will bring together women representatives from law enforcement
agencies in the region and to promote women in policing by focusing on efforts
such as equal career opportunities.” Chief Inspector Townsley added:
“I have given a commitment that the IAWP will continue to support and help in
any way we can in the creation of a South East Europe Women Police Officers'
Network. I am really looking forward to being able to witness the formation of
the network. There is an obvious need within this region for a women’s network
and the passion and commitment demonstrated to me by those attending the meeting
should be embraced and supported.”
The next meeting is due to take place in Sofia, Bulgaria, in December, when the emphasis will be to raise the profile of work undertaken in support of creating the network and to gain high level support in each country in the region.
SEPCA is dedicated to building public security in South
East Europe through its co-operative police services, together with the citizens and its partner organizations. Its nine member countries are Albania, Bosnia and Herzegovina - Federation, Bosnia and Herzegovina - Republika
Srpska, Bulgaria,
Croatia, Macedonia, Moldova, Montenegro, Romania, and Serbia which
hosted the meeting.

IAWP Delegates Making a Difference Worldwide
HANDCUFFS AND HAMMERS TEAM, Marie Przynski, IAWP Regional Coordinator, Region

Created in 1998 by Habitat for Humanity International, WomenBuild projects have empowered women all over the world to make a difference in their communities. At least 150 new homes are added to the WomenBuild list each year—over 1,400 have been built, internationally, to date. Twin Cities Habitat for Humanity has build 12
WomenBuild homes in the 7 county metro area and has just recently expanded to provide WomenBuild Opportunities year round.
The Handcuffs & Hammers Team is a group of
professional women from the Minneapolis Police Department dedicated to giving
back to the community by working on the WomenBuild Project. We are especially
excited to be building our first home located at 4636 4th Av. S. in Minneapolis'
3rd Police Precinct. We are proud to be building the home side-by-side with the
future owner, a single mother. As part of our responsibility to the project and
to family, we have pledged to collect at least $1500.00 towards the purchase of
building supplies. Our team build date is August 20, 2009.

IAWP President to Give Presentation in Serbia
SEPCA, the Southeast Europe Police Chiefs Association, in conjunction with its 9 member countries, is holding a two-day meeting to hear advice and guidance presented by international law enforcement organizations on creating and sustaining a Southeast European Women Police Officers Network, WPON. This is an opportunity for the IAWP to showcase its reaches and organizational expertise in networking, women and
policing. The meeting is titled "2nd Gender Expert Meeting on Women Police Officers Network (WPON)" and is being held in Belgrade, Serbia, July 22 and 23, 2009.
One expected outcome of the meeting is building a network to bring together women representatives from law enforcement agencies in the region
(SEPCA 9-member countries) and promote women in policing by focusing on such efforts as equal career opportunities. IAWP President Jane Townsley will make a presentation on how the IAWP network functions, its core modalities, and what challenges/opportunities can be identified. Women and Security Office for Democratic Institutions and Human Rights
(ODIHR) of the Organization for Security and Co-operation in Europe (OSCE) are among the sponsoring/organizing/participating organizations.

CINDY SHAIN Awarded 2009 Martha Layne Collins Leadership Award
Cindy Shain, director of the Kentucky Regional Community Policing Institute at Eastern Kentucky University, was named the winner of the Women Leading Kentucky’s Martha Layne Collins Leadership Award at the group’s annual conference May 5 in Lexington.
The Martha Layne Collins Leadership Award was created and presented to former Gov. Martha Layne Collins in 1999 for her contributions to the Commonwealth and its people. The award recognizes a Kentucky woman of achievement who inspires and motivates other women through her personal, community and professional lives.
Cindy is a life long member of the IAWP and Co-Chairs the
IAWP's International Scholarship Committee.

SURVEY FOR BOOK - INVITATION to IAWP MEMBERS
I am Captain Robert L. Snow (ret) of the Indianapolis Police Department. Along with being a police officer for 38 years, I am also a professional writer with over a dozen books in print
(see here). I presently have a contract to write a book about policewomen. |
I was very fortunate to have been acquainted with Sergeant Elizabeth Coffal Robinson, who in 1968, as you know, was one of the first two policewomen in the United States to be assigned to street patrol. Fortunately, before she passed away this last April, she gave me several taped interviews and also gave me her police department notebooks and various pieces of memorabilia.
What I'm writing you about is I would like to gather anecdotes from other policewomen concerning aspects of their job. What I'm specifically interested in is:
1. What made you want to become a police officer?
2. Did you have difficulty in any part of the application phase for the police department that you felt was gender biased (i.e. physical agility test, interview board, etc.)? Please explain.
3. Have you ever been denied a position or promotion because of your gender? Please explain.
Would you please pass this information along? Also, if anyone would like to add an anecdote outside of the above three questions, please feel free to do so. As I always do with anyone I quote in my books, I will send a copy of how I would like the quote to appear to the person giving me a quote for approval or correction before I use it.

In 1962, U.S. President John F. Kennedy
designated May 15 as National Peace Officers Memorial Day, and the
calendar week in which May 15 falls as National Police Week.
In 1994, U.S. President Bill Clinton signed a law requiring the American
flag to be lowered to half-staff each year on May 15. This year marks the
28th annual recognition for the service and sacrifice of all U.S. law
enforcement officers. |

IAWP Reaching Out
The Bangladesh Police Women's Network (BPWN)
was launched in late 2008.
Then First Vice President IAWP, Jane Townsley, gave a presentation on the
IAWP. In return, the BPWN promised 500 IAWP memberships through the BPWN. This is a significant IAWP outreach and a sign of important
things to come.
